Want the "cheapest" railcar possible?  Here is what you might get:

These railcars were being offered to us.  The prices looked good and the pictures we received showed minimal damage that we thought we could repair.  So we sent one of our inspectors to take a closer look.  It was a very long trip.  Needless to say but we didn't buy any railcars from them. 

One might think that our time was wasted but we don't see it that way.  We thought about all those people who might not have had the time to go out and inspect the units themselves or maybe did not know what parts are critical.  The structural damage is obvious on most railcars but what's most critical are the parts you don't see...missing parts that have broken off or have been intentionally removed.  When you see structural damage on one part of the railcar but the rest of the railcar looks fine, one might assume that they can "just cut off the damaged part and use the rest".  The force that it took to distort the structural elements don't just get absorbed by the damaged area.  Instead, that force is transferred throughout the railcar.  A qualified inspector would need to perform several non-destructive tests in order to try to determine where the force was transferred to.  Sub-surface cracks, metal fatigue, and structural distortion are all things to consider.
